Job Description
We are seeking a dedicated and analytical Monitoring, Evaluation, Research, and Learning (MERL) Officer at Emergency Medicine Kenya Foundation (EMKF) to play a critical role in ensuring that our initiatives strengthen Kenya’s emergency healthcare system to save lives effectively and sustainably. This position will be instrumental in tracking the impact of EMKF’s programs, fostering evidence-based decision-making, and driving a culture of continuous learning. Through robust MERL frameworks, the officer will enable EMKF to measure, learn, and enhance its transformative impact in improving emergency medical care in Kenya..
Responsibilities
1. Monitoring and Evaluation (M&E):
- Develop and implement M&E frameworks and tools to assess the performance of EMKF programs and projects.
- Monitor program indicators to ensure activities align with EMKF’s mission and objectives.
- Conduct evaluations to determine program effectiveness and generate actionable insights for improvement.
2. Data Collection and Management:
- Oversee the collection and management of quantitative and qualitative data from EMKF programs.
- Ensure data integrity through rigorous validation processes and adherence to ethical standards.
- Maintain and enhance EMKF’s databases and analytics systems to streamline data access and analysis.
3. Research and Learning:
- Lead research initiatives that generate evidence to support EMKF’s program development.
- Synthesise research findings into reports, learning briefs, and publications for internal and external use.
- Organise learning workshops to foster a culture of reflection and continuous improvement within EMKF.
4. Data Analysis and Reporting:
- Conduct detailed data analysis to uncover trends, patterns, and opportunities for EMKF’s programmatic growth.
- Develop clear and visually compelling reports, dashboards, and infographics to communicate program impacts.
- Present findings to EMKF leadership, partners, and other stakeholders.
5. Capacity Building:
- Train EMKF staff, healthcare providers, and partners in M&E and data management best practices.
- Support teams to enhance their skills in monitoring, evaluation, and evidence-based decision-making.
6. Collaboration and Stakeholder Engagement:
- Collaborate with EMKF program teams, healthcare providers, and other stakeholders to align MERL activities with program objectives.
- Engage with external researchers, evaluators, and consultants to ensure high-quality MERL outputs.
- Act as a focal point for MERL, fostering knowledge-sharing among partners and collaborators.
7. Continuous Improvement:
- Stay updated on the latest MERL tools, methodologies, and best practices to refine EMKF’s approaches.
- Identify and implement innovative MERL practices to enhance program impact.
Requirements
1. Education, Experience, and Certification:
- Bachelor’s degree in a health-related or quantitative field (e.g., Public Health, Epidemiology, Monitoring and Evaluation, Statistics, Social Sciences, or Development Studies), with a Master’s degree or professional certification in Monitoring and Evaluation, Research Methods, or a related field highly desirable.
- At least 1–3 years of professional research experience within the health, NGO, or development sector.
- Demonstrated authorship of at least three peer-reviewed or equivalent publications as a Primary (first) Author or Senior (last) Author is required. Applicants must provide evidence of these publications.
- Proven ability to design and manage end-to-end research processes, including study design, data collection, validation, analysis, and reporting.
- Certification in Monitoring and Evaluation, data analysis (e.g., SPSS, STATA, or R), or project management is an added advantage.
2. Key Skills and Competencies:
- Research Leadership & Scientific Writing: Demonstrated ability to lead and contribute to research studies, including study design, protocol development, and publication as a Primary (first) or Senior (last) Author. Strong scientific writing skills with experience preparing manuscripts for peer-reviewed journals.
- Technical & Methodological Expertise: Strong knowledge of research methodologies, Monitoring and Evaluation frameworks, and quantitative and/or qualitative techniques, including epidemiological and implementation research approaches.
- Data Analysis & Interpretation: Proficiency in statistical analysis using tools such as SPSS, STATA, or R, with the ability to interpret complex datasets and generate meaningful, evidence-based insights.
- Data Management & Visualisation: Experience managing datasets, ensuring data quality, and presenting findings using visualisation tools (e.g., Tableau, Power BI) to support decision-making.
- Translation to Policy and Practice: Proven ability to synthesise research findings into actionable recommendations, policy briefs, and programme improvements within health and development contexts.
- Communication: Excellent written and verbal communication skills, with the ability to clearly present complex research findings to both technical and non-technical audiences.
- Critical Thinking & Problem-Solving: Strong analytical skills to identify research gaps, assess programme performance, and develop practical, evidence-based solutions.
- Organisation & Delivery: Ability to manage multiple research and M&E activities simultaneously, meet deadlines, and maintain high-quality outputs in fast-paced environments.
- Collaboration & Stakeholder Engagement: Demonstrated ability to work effectively in multidisciplinary teams and engage with researchers, programme staff, government, and partners.
- Adaptability & Continuous Learning: Openness to adopting new methodologies, tools, and innovations in research, data science, and MERL.
- Attention to Detail & Rigor: High level of accuracy, integrity, and methodological rigor in data collection, analysis, and reporting.
